Upon purchase of this ticket, the passenger is presumed to have read, understood, and accepted the terms and conditions herein.

Trip Policy
I. Travel Requirements

For passengers availing discount: Present the necessary travel requirement(s) upon check-in for verification. Failure to comply will invalidate the discount with an additional penalty fee.

Should there be any updates or changes, Starhorse will inform and provide correspondence to Easybus at least seven (7) days before implementation.

Discounted passengers purchasing multiple tickets must pay full fare for additional seats; only one seat qualifies for the discount.
II. Boarding Policy
  1. Please be at the port at least two (2) hours prior to the time of departure and proceed to the vessel boarding area.
  2. Reservation may be forfeited for late passengers.
III. Ticket Validity

Reservation is valid only on the date and time of the trip.

IV. Lost, Misplaced or Damaged Ticket
  1. The passenger shall be solely responsible for the safekeeping of his/her ticket, booking confirmation, QR code, voucher, or other proof of booking.
  2. Starhorse shall not be liable for any lost, misplaced, deleted, damaged, or unauthorized use of tickets or booking confirmations.
  3. Re-issuance, verification, or acceptance of any replacement ticket shall be subject to Starhorse's internal verification procedures and applicable fees, if any.
V. Baggage Policy
  1. Baggage limitation. Hand-carried baggage shall be limited to twenty (20) kilos per passenger and shall be at owner's risk.
  2. Starhorse is not liable for loss or damage to personal belongings such as jewelry, documents, cellphones, laptops, etc.
  3. A passenger shall be responsible for ensuring the security of their personal and valuable belongings.
VI. Trip Changes (Rebooking & Refund)
  1. Rebooking and refund are available at any of Starhorse' ticketing offices and are subject to the following terms and conditions:
    • 72 Hours (3 days) prior to departure – Eligible
    • 24 Hours (1 day) prior to departure – Eligible
    • Less than 24 hours – Eligible
    • Cancelled Trip – Eligible (Rebooking)
    • Delayed Trip – Eligible (Rebooking)
    • No show (30 mins cut-off time) – Ineligible
  2. Standard Refund / Rebooking Charge
    Customers are entitled to a refund and rebooking, subject to the following fees:
    • 3 Days or more before departure – Full Refund (Less Digital Surcharges/Fees)
    • 2 Days – 24 Hours before departure – Less 30% of the base fare
    • 23 Hours – 31 Minutes before departure – Less 50% of the base fare
    • 30 Minutes before departure – Non-refundable
VII. Carriage of Cargo
  1. Starhorse shall not be responsible for loss or damage, delay or deterioration to the vehicle, goods or cargo in any of the following circumstances/cause/s due to:
    • Fortuitous event;
    • Fragile, brittle, breakable or perishable goods;
    • Acts of terrorism;
    • Acts of omission of shipper/consignee;
    • Nature of property or inherent defect thereof;
    • Improper/insufficient packing/information;
    • Acts of God;
    • Force majeure;
    • By public enemies;
    • Order of competent authorities;
    • Shrinkage, leakage or evaporation;
    • Death, escape or injury to live matters/cargoes;
    • Loss of money, jewelries, valuable papers or matter of extraordinary value;
    • Cargo was not declared or covered by all the bill of lading.
    • Misdeclaration, under-declaration, concealment, or non-disclosure of the true nature, quantity, value, weight, size, condition, or contents of the cargo;
    • Prohibited, restricted, hazardous, flammable, explosive, illegal, or regulated goods accepted without proper declaration, permit, clearance, or written approval from Starhorse and competent authorities;
    • Overloaded, overweight, oversized, improperly secured, mechanically defective, or unsafe vehicles or rolling cargo;
    • Loss, damage, deterioration, leakage, contamination, or delay caused by the shipper's, consignee's, driver's, or owner's own acts, omissions, negligence, or failure to comply with OPERATOR's cargo acceptance and loading requirements;
    • Mechanical, electrical, battery, engine, tire, brake, suspension, alarm, lock, or other internal defect of any vehicle or rolling cargo, unless directly caused by the proven fault of Starhorse;
    • Pre-existing damage, dents, scratches, rust, leakage, mechanical condition, or other defects not declared and documented prior to loading;
    • Ordinary wear and tear, exposure to sea air, sea spray, humidity, vibration, vessel movement, or other ordinary incidents of sea travel;
    • Delay, non-loading, non-release, confiscation, quarantine, inspection, or detention caused by port authorities, law enforcement agencies, quarantine officers, customs, coast guard, MARINA, PPA, or any competent government authority;
    • Failure of the shipper, consignee, driver, or authorized representative to claim the cargo within the prescribed period or to present the required documents and identification;
    • Any cargo, vehicle, or goods loaded, handled, secured, or moved by the shipper, consignee, driver, owner, or their representatives without the participation or fault of Starhorse.
VIII. The foregoing exclusions shall apply unless the loss or damage is directly and exclusively caused by the proven gross negligence or willful misconduct of Starhorse.
  1. Starhorse reserves the right to inspect, refuse, unload, defer, or deny carriage of any cargo, vehicle, baggage, or item that is unsafe, improperly packed, misdeclared, undocumented, prohibited, restricted, hazardous, or otherwise unsuitable for carriage.
  2. Non-refundable if issued for specified trip. Cancellation and rebooking shall be made at least four (4) hours before departure otherwise forfeited (refer to MC No. 2018-07).
  3. In case of proven loss or damage to vehicle or cargo directly caused by the fault or negligence of Starhorse, Starhorse's liability shall be limited to the actual declared value of the cargo or vehicle damage, the cost of repair or replacement, or Twenty Thousand Pesos, whichever is lower, unless a higher value was declared by the shipper/passenger and accepted in writing by Starhorse prior to carriage, subject to payment of applicable valuation charges, if any.
  4. In case of legal action arise out of this transaction, parties herein expressly submit to the exclusive jurisdiction of the courts of Lucena City only.
  5. Rolling cargo and transaction fee is non-refundable. Failure on the part of the customer to file a refund within thirty (30) days from the departure date shall forfeit their right for a refund.
IX. Releasing/Claiming Cargo
  1. Unclaimed cargo will incur a storage fee of Php 250.00 per day per package.
  2. Cargo releasing will be handled by the Teller at the Starhorse Port Office/Ticketing Counter.
  3. The yellow copy of the waybill and manifest will serve as the basis for releasing cargo.
  4. To claim cargo, the consignee must present two (2) valid government-issued IDs to the Teller. Any applicable storage charges must be settled upon claiming.
  5. Before release, the consignee must record his/her details in the logbook manifest, after which the Starhorse will release the cargo.
X. Passengers with Medical or High-Risk Health Conditions.
  1. Passengers with underlying health conditions, serious illness, recent surgery, heart condition, respiratory illness, mobility limitations, or any other condition that may be aggravated by sea travel shall be required to disclose such condition before boarding and submit a physician's certificate or medical clearance certifying fitness to travel.
  2. Starhorse reserves the right to deny boarding, defer travel, or require the passenger to execute a medical waiver where, in the reasonable judgment of Starhorse or vessel personnel, the passenger's condition may pose a risk to his/her safety during sea travel.
XI. Pet Policy
  1. Secure a permit from the Bureau of Animal Industry (BAI) and present it to our Port Officers/Assistants before boarding.
  2. Pets must be placed in a secure travel crate for everyone's safety.
  3. A designated baggage area is provided for the pets, where they must remain inside their travel crate for the entire journey.
XII. Safety Instructions

Passengers, drivers, shippers, and consignees shall comply with all boarding, loading, unloading, safety, documentation, and security instructions issued by Starhorse, vessel personnel, port authorities, and competent government agencies.

Failure to comply may result in denial of boarding, refusal of cargo acceptance, forfeiture of booking, or removal from the vessel or port area, without prejudice to Starhorse other rights and remedies.

XIII. Deny Boarding

Starhorse reserves the right to deny boarding, defer travel, or require additional documentation if, in the reasonable judgment of Starhorse, the vessel master, port personnel, or authorized representative, the passenger’s condition may endanger his/her safety, the safety of other passengers, or the safe operation of the voyage.
